Hostel Rules & Code of Conduct

These guidelines promote a safe, respectful and academically supportive residential environment. All hostel residents, guests and visitors are expected to maintain discipline, protect institutional property, respect others and follow the directions issued by the Hostel Superintendent and competent authorities.

1. General Conduct & Respect

• Residents and visitors must uphold the dignity and reputation of ASMC Lalitpur.
• Discipline and appropriate behaviour must be maintained within the hostel and
• institutional campus.
• The privacy, dignity, belongings and personal boundaries of fellow residents, staff, guests
• and visitors must be respected.
• Abuse, threats, unnecessary arguments or misbehaviour with institutional or security personnel are prohibited.

2. Study, Rest & Noise Control

• Every resident is responsible for maintaining suitable conditions for study and rest.
• Shouting, excessive noise or activities that disturb other residents are not permitted.
• Radios, music systems and similar devices must be used at an appropriate volume.
• Earphones should be used whenever necessary to avoid disturbing others.

3. Gatherings, Parties & Celebrations

• Parties, celebrations and organised gatherings require prior permission from the Hostel Superintendent.
• Approved activities must be conducted only in designated areas.
• Residents must maintain discipline during every authorised gathering.
• Alcohol and prohibited substances remain strictly banned, even during approved celebrations.

4. Anti-Ragging, Violence & Personal Safety

• Ragging in any form is strictly prohibited within or outside the hostel.
• Violence, intimidation or conduct causing physical or psychological harm is forbidden.
• Weapons, weapon replicas and objects capable of causing physical harm are not permitted.
• Residents must avoid risky behaviour and act responsibly to protect themselves and others.
• Fire hazards and unsafe appliances must be reported or removed immediately.

5. Tobacco, Alcohol & Prohibited Substances

• Smoking, tobacco and tobacco-related products are not permitted in the hostel.
• The possession or consumption of alcohol and intoxicating substances is prohibited.
• Possession, use, distribution or sale of prohibited drugs is strictly forbidden.
• Violations may result in disciplinary, administrative or legal action.

6. Visitors, Access & Room Occupancy

• Unauthorised or unknown persons must not be brought into hostel premises.
• Residents must follow current entry, exit and visitor restrictions.
• Hostel rooms cannot be sublet or occupied through proxy or dummy roommates.
• Only officially allotted residents may occupy hostel accommodation.
• Visitors must respect the privacy, safety and dignity of all hostel residents.

7. Hostel Property & Personal Belongings

• Residents must protect hostel and institutional property.
• Defacing, altering, damaging or destroying property is a serious offence.
• Residents may be required to compensate for damage caused by negligence or misconduct.
• Laptops, books, jewellery, mobile phones and other valuables must be stored securely.
• The hostel administration will not be responsible for loss of unsecured personal belongings.

8. Entry, Exit, Vehicles & Institutional Responsibility

• Residents must follow entry and exit timings prescribed by the competent authority.
• Current institutional restrictions concerning student vehicles must be observed.
• Where vehicle movement is permitted, speed limits and designated parking rules must be followed.
• Residents must uphold the institution’s reputation through responsible conduct.
• Unverified reports, harmful remarks or misleading statements that may prejudice the institution should be avoided.

Disciplinary Proceedings

1. Compliance with Laws and Institutional Rules
   All hostel residents, guests and visitors must follow the law of the land and the rules and regulations of the institution. Failure to comply may invite proceedings or actions considered necessary by the institution.
2. Jurisdiction of Law-Enforcement Authorities
   Hostel residents, guests and visitors must understand that hostel premises fall within the jurisdiction of applicable laws. Law-enforcement agencies have full authority to investigate and take action against any person who violates the law. Hostel premises cannot be used as a sanctuary by lawbreakers, and the institution cannot interfere with lawful action taken by enforcement authorities.
3. Conduct Liable for Disciplinary Action
   Any action contrary to hostel rules, institutional regulations or expected standards of behaviour—even when not explicitly mentioned in the rules—may result in disciplinary proceedings.
4. Basis for Investigation
   An act of indiscipline may be investigated following a complaint or report submitted by Hostel Section staff, Hostel Committee members, an authorised institutional representative, an affected hostel resident, parents, guardians or any other appropriate person.
5. Complaints by Affected Individuals
   Any individual affected by an incident of hostel indiscipline may submit a complaint or written report to the Hostel Warden.
6. Referral of Complaints
   Complaints or reports received by the Principal or another competent authority may be forwarded to the Hostel Warden for necessary action.
7. Warden’s Authority to Take Cognisance
   The Hostel Warden may take cognisance of any act of indiscipline brought to their attention or personally observed. The matter may be treated as a complaint even when a written complaint is unavailable, or it may be forwarded to the competent authority.
8. Investigation of Complaints
   Complaints and reports shall be investigated by the Hostel Warden or by a committee constituted by the Warden or another competent authority.
9. Assistance During Investigation
   To ensure a free and fair investigation, the Hostel Warden may seek assistance from individuals whose knowledge or expertise is considered necessary.
10. Examination of Individuals and Witnesses
    The Hostel Warden or the committee constituted for the matter may summon individuals or witnesses for examination or for recording their statements while investigating an incident of indiscipline.
11. Confidential Deliberations
    All deliberations conducted during disciplinary proceedings shall remain confidential.
12. Confidentiality of Investigation Reports
    Reports maintained by the Hostel Warden shall be treated as confidential institutional records.
13. Submission to Competent Authorities
    The investigation report may be forwarded to the appropriate competent authority whenever further consideration or action is necessary.
14. Right to Present a Defence
    Any person accused of indiscipline shall ordinarily be given a fair opportunity to defend themselves without bias or prejudice. The principle of being considered not guilty until proven otherwise shall apply, subject to the special provisions governing ragging cases, as stated in the institutional disciplinary manual.
